Intelligence Community
Continuity Program
A. AUTHORITY:
The National Security Act of 1947, as amended;
Executive Order (EO) 12333, as amended; EO 13618, as amended;
National Security Presidential Directive 51/Homeland Security
Presidential Directive 20 (hereafter
, NSPD-51), as amended; and other
applicable provisions of law.
B. PURPOSE
1. The President, in NSPD-51, established a comprehensive national
policy on the continuity of
Federal Government st
ructures and operations
to ensure the preservation of
our form of government under the
Constitution and enable a more rapid and effective response to, and
recovery from, a national emergency.
This Intelligence Community (IC)
Directive (ICD) governs the implementation of NSPD-51 by the IC to
ensure an integrated approach to th
e provision of national intelligence to
national leaders under all conditions.

C. APPLICABILITY
1. This Directive applies to the IC
as defined by the National Security
Act of 1947, as amended; and such elements of any other department or
agency as may be designated an element of the IC by the President, or
jointly by the Director of National In
telligence (DNI) and the head of the
department or agency concerned.
2. For IC elements within department
s, this Directive is intended to
complement departmental policie
s to the extent practicable.
D. DEFINITIONS
1.
Catastrophic Emergency
means any incident, regardless of
location, that results in extraordinary
levels of mass casualties, damage, or
disruption severely affecting th
e U.S. population, infrastructure,
environment, economy, or government functions.
2.
Continuity of Government (COG)
means a coordinated effort
within the Federal Government’s executive branch to ensure that National
Essential Functions continue to
be performed during a catastrophic
emergency.
3.
Continuity of Operations
(COOP)
means an effort within
individual executive departments and
agencies to ensure that Primary
Mission Essential Functions continue to be performed during a wide range

of emergencies, including localized acts of natu
re, accidents, and technological or attack-related
emergencies.
4.
Enduring Constitutional Government (ECG)
means a cooperative effort among the
executive, legislative, and judicial branches
of the Federal Governme
nt, coordinated by the
President, as a matter of comity with respect to
the legislative and judi
cial branches and with
proper respect for the constitutional separation of
powers among all branches, to preserve the
constitutional framework under which the Nation
is governed and the capability of all three
branches of government to execute constitutiona
l responsibilities, and provide for orderly
succession, appropriate transition of
leadership, and interoperabil
ity and support of the National
Essential Functions during
a catastrophic emergency.
5.
Mission Essential Functions
means a broader set of essentia
l functions that organizations
must continue throughout or resume rapidly af
ter a disruption of norma
l activities
but are not
identified as Primary Mission Essential Functions.
6.
National Essential Functions
means that subset of Government Functions that are
necessary to lead and sustain
the Nation during a catastrophic em
ergency and that, therefore,
must be supported through
COOP and COG capabilities.
7.
Primary Mission Essential Functions
means those Government Functions that must be
performed in order to support or implement th
e performance of National Essential Functions
before, during, and in the aftermath of an emergency.
E. POLICY
1. The IC provides timely, insightful, objectiv
e, and relevant national intelligence to the
President, the Vice President, statutory successo
rs, and other national leaders, as appropriate,
wherever they are located and
under all conditions. Accomplishm
ent of this shall be supported
through individual COOP programs of the IC elem
ents and integrated IC support to COG and
ECG.
2. COOP and COG requirements shall be incorpor
ated into the daily operations of the IC
and IC elements, and considered in planning,
programming, and budgeting ac
tivities. COOP and
COG activities shall be fully
integrated with each other.
3. IC elements shall develop and maintain COOP
capabilities to ensure the uninterrupted
flow of national intelligence
and, through the support of COG,
the continuation of National
Essential Functions. These capab
ilities include geographically dispersed IC element leadership
(consistent with out-of-area successor requirement
s), staff, communications, and facilities.
4. Security and counterintelligence risks to
COOP and COG programs must be identified,
considered and managed. Similarly, risks to ope
rations security (OPSEC) associated with
COOP and COG classified and unc
lassified mission-related inform
ation must be identified and
managed.
5. Risk management principles shall be applie
d to ensure that decisions for accomplishing
IC continuity objectives are based on the probabi
lity of an attack or
other incident and its
consequences.
6. Situational awareness of current IC operat
ional status, including C
OOP capabilities and
IC support to COG and ECG, shall be maintained.

7. Resilient and interoperable
communications shall be esta
blished and maintained to
support IC continuity ca
pabilities and IC support to COG and ECG.
8. Periodic tests, exercises and evaluations
shall be planned, conducted, and supported to
ensure the sufficiency of IC continuity capabiliti
es. The IC shall participate in national-level
exercises, as appropriate.
F. ROLES AND RESPONSIBILITIES
1. The DNI will:
a. Oversee and integrate IC continuity activities to ensure that:
(1) The President, the Vice President,
statutory successors, and other national
leaders, as appropriate, are provided with timel
y, insightful, objective, and relevant national
intelligence wherever they are
located and in all conditions;
(2) National intelligence is furnished to
the National Continuity System; and
(3) Sensitive Compartmented Information security across the programs and
networks of the National Continuity
System is appropriately managed.
b. In coordination with the Attorney Genera
l and the Secretary of
Homeland Security,
produce a biennial assessment of the foreign and
domestic threats to the Nation’s continuity of
government, in accordance with NSPD-51.
2. The Director, Mission Support Division (D/MSD
) of the Office of the DNI, as the DNI’s
designee for matters pertaining to IC continu
ity and IC support to COG and ECG, shall:
a. Serve as the IC Continuity Coordinator,
responsible for coordinating IC continuity
activities, in accordance with NSPD-51;
b. Designate an IC Continuity Manager res
ponsible for facilitati
ng and integrating IC
continuity activities in
support of COG and ECG;
c. Maintain situational awareness of IC ope
rational status, including IC COOP and IC
support to COG and ECG;
d. Establish and lead IC conti
nuity fora, and represent IC in
terests in national continuity
fora;
e. Work with the Assistant DNI (ADNI) and
IC Chief Financial Of
ficer, and the ADNI
for Systems and Resource Analyses to ensure
that COOP, COG, and ECG requirements are
considered in planning, program
ming, and budgeting activities;
f. In coordination with the ADNI for Ac
quisition, Technology, and
Facilities (AT&F),
the ADNI and IC Chief Information Officer (IC
CIO), and affected IC elements, identify IC
facilities and communications systems that may
be used during emergencies to support IC
continuity and IC support to COG and ECG;
g. Review each IC element’s continuity plan;
h. Provide an annual report to the DNI on th
e state of IC continui
ty activities and IC
support to COG and ECG; and
i. Oversee the Intelligence Enterprise Ex
ercise Program in accordance with ICD 103,
